Jacobs  All of the nearly 80 active TEAS task orders are engaged in engineering activities, and emphasize Systems Engineering (SE) best practices at all stages of research, development, acquisition, fielding, and sustainment.  Most of our technical staff provides systems engineering support in addition to and augmenting their engineering specialty areas.  To list every effort would require more space than could be reasonably allocated here.  However, systems engineering and process engineering support is such a foundational element critical to the success of our TEAS work that we created three Communities of Practice (CoPs) led by a nationally recognized Subject Matter Expert (SME) Technical Fellow which address SE concerns.  First and foremost, the Systems Engineering CoP is chartered to continue to grow our vibrant SE culture, sustain and improve our SE-knowledgeable workforce, and use effective SE tools and processes in support of our customers.  The Chief Systems Engineer leads the SE CoP and reviews every task quarterly to ensure SE best practices are instilled in our work.  The System Performance Analysis CoP complements the SE CoP by serving as the DoD and Jacobs authority on System Performance Analysis as it pertains to weapons acquisition programs.  It is the vehicle we use to educate the TEAS Team on when and how to use System Performance Analysis during the weapons acquisition life-cycle and to elevate and recognize TEAS Team members’ expertise in the various elements of Systems Performance Analysis.  Finally, the Manufacturing CoP provides technical expertise in the areas of mechanical and electronic manufacturing and advances our basic and state-of-the-art knowledge in manufacturing and related areas such as quality, reliability and maintainability, design for manufacturability and assembly, and in-process testing and testability.  The manufacturing CoP and its members provide expertise in lean manufacturing, factory planning and layout, factory simulation, factory automation and robotics, microelectronics, printed wiring board processes, factory flow analysis, product testing, direct numerical control, machining and machining centers, flexible manufacturing, work cells, process capability analysis, statistical process control, variation reduction, and acquisition reform.

Jacobs  Most TEAS 6 task orders include a Modeling and Simulation (M&S) component, since nearly every engineering and manufacturing development project requires verification and validation of system models.  Perhaps the best example of overall M&S support in concert with an analysis effort is Task Order -0044, which supports the Air Force Life Cycle Management Center Armament Systems Development Division (AFLCMC/XZW-SO) Analyses of Alternatives (AoAs), which assess the operational suitability, effectiveness, supportability, and full life-cycle costs of weapon system concepts as part of the Air Force capability planning process.  Our M&S expertise comprises simulation of conceptual weapon systems, effectiveness models ranging from one-on-one to full campaign simulations, cost models, and others required to provide analytical evaluation of performance with respect to acquisition and requirements-related constraints.  We rely heavily on our expertise with BlastX, PenCurv, Conventional Weapons Effects (ConWEP), Elastic-Plastic Impact Computations (EPIC), MATLAB®, Mathcad®, Statistica, and the General Algebraic Modeling System (GAMS) tools.

Jacobs  Within Task Order -0052 (see Item 3.1 above), we provide prototype machining support to the AFRL/RW Model Shop.  We accept design specifications ranging from the apocryphal “drawing on a napkin” to full three-dimensional computer aided design drawing packages and produce prototype hardware for test and evaluation.  Our fabrication expertise spans standard, manual machines, such as drills, lathes and saws to advanced water jet and plasma cutters and multi-axis numerically controlled machining instruments.  Also notable is our machining support to the HERD where we provide rare expertise in mixing, casting, and machining of explosives for test and evaluation.

Jacobs  Virtually every TEAS 6 Task supporting weapon system development efforts develop system design documentation in some form.  Those most engaged directly in technical data include tasks -0006 and -0009.  Task -0006 serves Munitions and Material Handling Equipment (MMHE) efforts to minimize proliferation of MMHE; maximize its use; and evaluate, modify, and develop non-complex MMHE.  We develop mechanical designs, perform structural analyses and tests, and plan the manufacture of munition support equipment.  In this effort, we develop Level III Technical Data Packages (TDPs) using synchronous technology, and develope and prepare Level III production drawings using various Computer-Aided Design (CAD) software packages.  TEAS 6 Task Order -0009 supports the Air Force Life Cycle Management Center (AFLCMC) Systems Interface and Integration Branch (AFLCMC/EBDW), which is responsible for several warhead development projects (e.g., BLU-121, and -122) and modification programs to incorporate Insensitive Munitions (IM) improvements (e.g.,  Legacy Weapon Improvement Program (LWIP)).  Additionally, this task supports medium caliber ammunition and MMHE projects.  As part of our support, we develop full TDPs documenting designs, and prepare, submit, and support Engineering Change Proposals (ECPs) to legacy TDPs.  Documentation support includes developing and delivering development design drawings and associated lists (DI-SESS-81002D), product drawings and associated lists (DI-SESS-81000C), and conceptual design drawings (DI-SESS-81001C) using Autodesk® Inventor® CAD software.  The product drawing package is a collection of product engineering data related to the design and manufacture of an item or system.  Product drawings contain all of the end description documentation needed to ensure the competitive procurement of spare parts or end items.

For the initial deployment of the Ground Based Mid-Course Defense (GMD) segment of the MDA Ballistic Missile Defense System (BMDS), as well as for the expansions and upgrades through April 2011, Shearer & Associates provided secretariat support to the facilities Configuration Management Program. In this role, we wrote and executed the GMD Facilities Configuration Management Plan for GMD facilities, and later as a result of organizational changes reworked the GMD plan into the MDA Facilities Configuration Management Plan for the MDA. This action included writing and administering the program office and later the agency level program, assisting lower level elements in developing their programs to support the agency requirements, and actually administering all the proposed facility changes which were developed throughout the period. This required extensive coordination with all levels of MDA as well as other stakeholders such as Space and Missile Defense Command, Navy Facilities Engineering Command, US Army Corps of Engineers, and various other commands and installations. The plan was noted for being highly effective, for accommodating changing organizational requirements, and for recognizing the need to gather pertinent information from a wide variety of sources. It allowed the MDA to maintain configuration control over a wide variety of complex facilities throughout deployment, maintenance, and upgrade phases of the various elements of the BMDS.

We support the Naval Health and Research Center (NHRC) through the development, testing, and integration of the NHRC tool.  Our Army software verification efforts for the joint test environment with the integration and test of the Force XXI Battle Command Brigade and Below (FBCB2) Joint Battle Command Platform (JBCP) Network Services Gateway (NSG) includes the associated Network Operations Center (NOC) and its current capabilities with sharing data such as threat warnings to and from AMDWS.
DefTec Corporation DefTec provides spectrum analysis, test and design of propriety wireless managed access systems. They provide overall support, program management and installation. This proprietary systems is used to detect, manage, block and interrogate iilegal usage of RF in secured environments. DefTec was required to bring the appropriate skill sets to the project and work in an environment that is challenging and high risk.

Jacobs  TEAS 6 tasks providing IS, IA, and IT support, which are described more fully in Section 3.12 below, also provide limited software engineering, software development, programming and network support.  In addition, task -0068 and one component of task -0052 support these functions.  Task -0068 provides enterprise software engineering support to the 96th Test Wing by maintaining and supporting the Center Scheduling Enterprise (CSE), Test Wing Enterprise System (TWES), Integrated Weather Dissemination System (IWDS), and Joint Test and Training Operations Control Capability (JTTOCC) management software.  In this capacity, we gather software requirements, apply and report changes, resolve user technical issues, and plan and document software testing and deployment.  We maintain and support hardware and software hosting management applications including web application servers and database servers, and obtain, install, and test necessary vendor-supplied software patches and updates.  We maintain and support network and internet connectivity for information system hardware supporting management applications, and database and web application servers.  We maintain and coordinate Secure Sockets Layer (SSL) certificate registration for web applications and servers.  One component of Task -0052 provides computer system planning and operational analysis to the AFRL/RW Integration and Operations Division (AFRL/RWO).  In addition to daily operations analysis, computer security, information assurance, and software and hardware upgrade activities, we define and develop software projects, establish development programs, and ensure effective implementation through modeling software and computer systems and designing applications.  We capture requirements, understand the needs of the Munitions Directorate and Air Force standards, and translate requirements into software applications, and then develop design, or modify commercial off-the-shelf or Government-owned materials, equipment, and software.  We apply this expertise to administer knowledge management systems including the Enterprise Business System (EBS) helpdesk, software information assurance, gap analysis identification and documentation, process change analysis and implementation, requirements, functional description, prototype evaluation, and training.  Finally, we administer servers, maintain operating systems and web-enabled applications, maintain system procedures, support software and hardware documentation, develop, implement, maintain, and document file backup procedures, monitor performance, and monitor security in compliance with DoD, industry standards, and Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) requirements.  At the more project-oriented level, we support software products for capturing and processing data, develop and maintain image processing techniques and algorithms, and code digital signal processors.  We also provide expertise in real-time programming and optimization including modifying code for systems running various operating systems, and developing embedded applications on field programmable gate array hardware.

Jacobs  Virtually every TEAS task supporting weapon acquisition programs incorporates a system safety component.  Most notable among these is TEAS 6 Task Order -0022, which supports the United States Special Operations Command Detachment 1 (USSOCOM Det 1).  Among other smaller projects, this task order Jacobs provides safety engineering support for the Long-Range Standoff (LRSO) and Hard Target Munition (HTM) programs.  Our support includes analyzing engineering designs with respect to systems safety considerations, assessing risk and recommending mitigation actions, developing safety studies, and obtaining Nonnuclear Munitions Safety Board (NNMSB) approval recommendations for test and operational use for emerging technologies or modifications of inventory munition systems.  We perform hazard analyses and related systems safety analyses, review technical specifications, designs, analyses, test plans, and test results, perform structural analyses, provide test oversight, develop technical reports, and develop Technical Munitions Safety Studies (TMSSs), Munitions Safety Analyses (MSAs), Test Hazards Assessment Reviews (THARs), and presentations to the NNMSB.  We analyze and evaluate fuze, autopilot, and munition control systems for their compliance with safety design criteria and safety performance test requirements.  We analyze and evaluate propulsion and related initiation systems, gas systems, pyrotechnic systems, and structures to determine compliance with safety design criteria, or safety performance test requirements, and to identify test or analysis requirements or hazard possibilities.  We evaluate and assess the Electromagnetic Compatibility (EMC), Electromagnetic Interference (EMI), Hazards of Electromagnetic Radiation to Ordnance (HERO), Electromagnetic Vulnerability (EMV), and Electromagnetic Pulse (EMP) performance of aerially-delivered munition systems.  We also develop and document safety engineering methodologies, identify approaches, and analyze program risks.

Jacobs  Jacobs has several TEAS 6 tasks which support IS, IA, and IT activities.  Most notable among these are tasks -0058, -0069, and -0070.  Task -0058 maintains stand-alone and Eglin Local Area Network (LAN)-connected computers, configures networks, updates computer security, scans networks for vulnerabilities, upgrades software, and updates virus definitions.  We also manage user accounts, groups, and email distribution lists, create and maintain firewall exceptions, and maintain custom computer images to enable rapid restoration of a systems.  We also install, initialize, and maintain BlackBerry® handhelds, develop and maintain intranet websites, administer application and web server software and data backups, maintain stand-alone and networked printers, control computer software and hardware inventory, and maintain conference room computer and multimedia equipment.  Task order -0069 provides network highly classified networks implementing Windows Server and Trusted Linux technologies.  The Information Assurance component of the task performs Certification and Accreditation (C&A) functions for these networks.  This effort includes design of secure networks that incorporate encryption technologies, information assurance controls, protection of sensitive program information, monitoring of threats and intrusions, and C&A of hardware and software.  We design physical security plans and specialized modeling and simulation of weapons systems on specialized hardware using customized simulation software.  We also serve as Client System Administrator and Functional System Administrator.  Task -0070 conducts Developmental Test and Evaluation (DT&E) of all USAF Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems in a representative battlespace throughout the full operational envelope, and provides training to warfighters.  We plan tests, prepare documentation, analyze system performance and related test data during execution, report results.  We also operate the Command and Control Network (C2NET), C2 test facility and laboratories.  Our support encompasses software C&A, penetration, regression, technical assessment, and system-level C&A testing.  We also provide IA security engineering expertise and program support with extensive expertise in C&A processes including the DoD Information Assurance Certification and Accreditation Process (DIACAP) and JSIG processes.

Task -0046 supports the Range Instrumentation System Branch efforts that acquire and deploy T&E range instrumentation systems for cooperative service air combat training. Most notable among these is our providing systems engineering support for the acquisition, deployment, T&E and modifications of the Air Combat Training System (ACTS) ranges, subsystems, and support equipment including the P5 CCombat Training system. Jacobs  While many TEAS 6 task orders consider logistics and logistics engineering in the development of weapon systems and engage the Air Force Air Logistics Centers to obtain test assets, two task orders are actively engaged in logistics support work.  Task order -0014 supports the Special Programs and Projects branch in logistics and sustainment of fielded weapon systems.  We monitor and recommend actions to speed completion of military construction projects related to maintenance and storage of systems.  We conduct periodic site visits to operational units, depot facilities and storage locations to update logistic and maintenance status and identify actions to optimize system utilization.  We also actively participate in the systems’ logistics working groups.  Task -0022 supports the United States Special Operations Command Detachment 1 (USSOCOM Det 1), which is responsible for developmental test planning and execution, advanced technology demonstration, operations, and training support for the MC-130W and AC-130J acquisition programs.  Additionally Det 1 has the program management responsibilities for the Standoff Precision Guided Munitions (SOPGM) program, which is a non-developmental item purchased as a commodity item.  In all of these efforts, espcially the latter, Jacobs provides logistics engineering, logistics support planning, and the evaluation of concepts and designs with regard to logistics suitability, maintainability, and operational effectiveness.

Additionally, we have assisted the US Army National Guard (USARNG) through the US Army Corps of Engineers (USACE), with sustaining numerous pieces of high volume, low density items. By empowering centralized management we are able to support the logistics for high-volume, low-density equipment that was provided to the states with US Army funding. Establishing central service, maintenance, and consumables contracts we are able to obtain economy of scale savings and streamline support across the national landscape. This is accomplished by centralized management (Huntsville) and centralized ordering (Huntsville) and decentralized execution (unit level). This support effort includes research; development of requirements and performance work statements, managing the ordering, delivery, installation and training of multiple systems at 53 states and territories nationwide.

We identify existing business tools and software that will augment ERP functionality and usability based on help desk tickets priorities and enterprise objectives.

We coordinate resolution management packages for help ticket requests that are elevated to a Tier III status.

We resolve solutions for help tickets through coordination between all the pertinent stakeholders.
We develop training material based on the assessment of help desk tickets and business processes. Training materiel may be provided through a variety of media as appropriate, e.g. Defense Connect Online (DCOs), instructors and job aides (the written processes of how to do a transaction).

We evaluate the need for developing interim business processes and any necessary communication with the user community(s) affected to minimize and mediate negative business impact.
We conduct training and offer recommendations for user role assignments, if requested, as business process changes are implemented.

Jacobs  In addition to Task -0056 (see 3.15 above), Task -0061 directly supports training exercises conducted at the Avon Park Air Force Range (APAFR) to facilitate training of air-ground combat teams under auspices of Detachment 1 of the 23rd Wing.  APAFR provides a unique opportunity for both air and ground units from across the Air Force, DoD, Coalition Forces and other federal agencies to train on current and new weapon systems, tactics techniques and procedures (TTP), and lessons learned from the recent conflicts.  Our support includes determining mission requirements, developing long range plans, preparing schedules, coordinating resources, providing Close Air Support (CAS) Terminal Attack Controller expertise, and preparing reports for training, exercises, and contingency taskings.  Our efforts also encompass activities supporting training missions involving Unmanned Aerial Systems (UASs).

Riverside Research  Technical training, professional training, and associated training support services are one of the unique strengths of the Riverside Research Team. Riverside Research provided training and SME support to MCIA analyzing their Remote Sensing and Spectral training. Riverside Research delivered platform training to U.S. Soldiers and Marines on Tactics, Techniques, and Procedures providing the capability to instruct, train, plan, coordinate, conduct, and monitor missions as necessary.

Jacobs  TEAS provides Technical and Engineering Acquisition Support to the entire conventional munition systems development, fielding, and sustainment enterprise centered at Eglin AFB.  We have nearly 80 active task orders supporting various weapon and system development, research and development, and sustainment activities spanning the entire enterprise.  A significant portion of our staff provides program planning, budgeting, and execution support directly to government program managers.  To list every effort would require more space than could be reasonably allocated here.  However, program management support is such a critical element to our TEAS work that we created a Systems Acquisition Community of Practice (CoP) led by a nationally recognized SME Technical Fellow.  The Systems Acquisiton CoP is chartered to champion exemplary technical services, actively integrate Systems Acquisition (SA) and Systems Engineering (SE) best practices, maintain currency in evolving acquisition guidance, promote sharing and using best practices, and continuously challenge and improve our TEAS team.  The CoP focuses on integrating SA and SE practices by combining and applying program management and technical best practices to promote technical excellence and lower program risk, discovering and resolving technical issues by collecting best practices and lessons learned in this area, and adapting to unexpected schedule changes.
